New Orleans residents have done a remarkable job in rebuilding the more than 130,000 homes damaged by Katrina. Since January 2006, more than 80,000 residential properties have been placed back into service or are in the process of rehabilitation. But there is still substantial blight in the city, with many homes active pre-storm yet to be repaired. There are currently an estimated 35,200 residential units that were active pre-Katrina that are not active today.
GCR tracks activity at the address-level to gauge the city's recovery. The activity is based on utility usage, U.S. Postal Service delivery addresses, sanitation cart registration, voter registration and field surveys. To assist the Louisiana Office of Community Development/ Disaster Recovery Unit, GCR combines the Activity Index with addresses of Road Home grant recipients who received construction grants to rebuild their homes. The purpose of this exercise is to measure the effectiveness of the program and identify neighborhoods still struggling to rebuild.
