OPCDC Collections and Financial Management System

GCR implemented Microsoft Solomon for Orleans Parish Criminal District Court and built a collections system for court costs and fines that integrates with Solomon.

GCR implemented Microsoft Solomon for the Orleans Parish Criminal District Court (OPCDC) in the spring of 2003.  The Court required a financial management system that provided support for managing its general ledger, accounts payable, payroll, the disbursement of multiple grant and expenses funds.  GCR was hired by OPCDC to analyze their requirements and identify an appropriate off-the-shelf accounting package.  GCR was responsible for all technical work on the project including the installation and configuration of the system, setting up the chart of account structure, and training the users in the daily operation of the system. 
GCR began the assignment with a thorough assessment of OPCDC’s requirements.  The requirements dictated a system that would support multiple “companies” since to the grant and expense accounting had different accounting requirements.  Microsoft Solomon provided the capability needed to support the different financial operations of the court without unnecessary cost or complexity. 
A second part of the project required a custom application for use in the assessment and collection of court fees and fines.  GCR designed and built a smart client solution that implemented the Court’s fee and fine assessment and collection processes including probation, warrants, and suspensions.  This custom application exports summary accounting data to the Microsoft Solomon application.  GCR specified the requirements, designed, and implemented the interface between the two applications.
GCR installed all software applications and integrated them into the existing network at OPCDC.  Legacy data was migrated from the old systems and carefully checked for accuracy.  Users were trained in the new software and provided on-site help when the systems were first used.  GCR continues to provide on-going support as it is required.
