Airport System Manager (ASM) & Aircraft Licensing

The Virginia Department of Aviation found that as service and transparency expectations increased, the limits of the staff were being reached. With no expectation that staff levels would be increased, GCR was contacted to assist in finding ways to increase efficiency in their operation.
GCR implemented the
Airport IQ System Manager (ASM) application which allowed the staff to reap the benefits of the only web-based system on the market which provides state aviation departments the capability to produce airport licenses, track grants, collect facility inspection data, and transmit that inspection data to the
Federal Aviation Administration through integration with the
FAA's 5010 Inspection system. Significant reductions in staff time were achieved by implementing ASM, including allowing the Division's customers to directly enter project requests over the web. This effectively eliminated the need for staff to receive and retype requests, which reduced the number of calls for updates on projects since customers could monitor them directly online.
Additionally, GCR designed an
Aircraft Registration module as part of the ASM application that enables the Division's staff to maintain all management aspects of registration, certification, and payment collection for each aircraft registered in the State of Virginia. The Aircraft Registration module allows for creation, editing, and maintaining contact information pertaining to the aircraft owner or owners, specific aircraft identification, as well as transactional data relative to annual certification fees, late penalties, and any payments or adjustments to fees incurred. The system allows for change in aircraft ownership, archives past owners, and allows the establishment of aircraft dealer records.
Reporting options allow numerous financial reports relative to payment deposits and fee generation, in addition to reproducing registration applications and certificates.
Additional reporting was incorporated to allow for analysis of the FAA based-aircraft survey data in comparison to the Virginia state aircraft registrations giving the staff the ability to track unregistered aircraft within the state.
